Need Help With The Pull-Apart Cake Please

Hello!
I want to make this cupcake-cake for my cousins first birthday; however, I don't know where to start. My biggest questions are:
1. Does anyone have a template for how to arrange the cupcakes. I have no idea how many there are
2. What color(s) (I usually use wilton) would I use for the hair/hat and the skin tone?

I am going to say you will need at least 2 dozen cupcakes.
In the picture I attached I marked with a star where I believe there is a cupcake. By doing so there seems to be about 25 cupcakes.
For the skin tone I would probably use ivory. For the hat/hair it looks to be a burnt orange color so you will just need to play around with a mix of colors (red, brown and orange).
