Bottom tier? Cut thin fondant strips. For the gold leaf, same thing. I made a cake similar to this for my anniversary and that's how I did it. Just keep the fondant as thin as you can. Gorgeous cake!
I'd place the longer strips first, then go back and add the shorter ones. The ones that meet in a V shape, you can cut as one piece. My daughter hit submit before I was done lol
