Making A Hat Topper For Cake

I want to make a fashion themed cake for my 90 year old mother in law.
I was inspired by a cake I seen online and it had a "fascinator' style hat for the top of the cake.
It was held by a dowel about a half inch or so from the top of the cake, so not touching the cake at all.
I'm not sure how I can make it yet, but am wondering if it is acceptable, seeing it won't touch the cake, if it's okay if it is made with something non-edible?

If it's for family and friends and you are comfortable with it go for it. If it's for people you don't know I would just consider what was in the topper.
If it's non toxic and not going to drop all over the cake then it will be removed prior to the serving anyway and I don't see the issue, there is little difference between putting that above the cake and sitting toys and the like on top of cakes except it wont actually be touching the cake.
I only bake/decorate for family and friends so I always just ask myself if they would be ok with it before I do things - like leave SMBC out of the fridge overnight etc - and if the answer is yes and I am comfortable that it's safe I do it.
