Two Tier Graduation Cake

I need to make a graduation cake this week for a friend. I plan on doing a two tiered cake. The top cake I plan on topping with a Captain America mask and an edible image on the front of the top tier. The bottom will be white butter cream with white stripes. Would a 12 and 9" cakes look proportioned? I am having trouble deciding between a 8 and 9" top tier. Thank you.

I think it would be fine.

I've done 12" and 9" before, I think it will look fine!
