They sell stamps for scrapbooking that have type on them, it's probably done using one of those.
it does look like it was pressed on rather than scraped across but another idea is to try a cake comb -- would probably make it myself to get it that narrow -- and use differing amounts of pressure --
oh if you try a cake comb -- put some icing on it too
I agree with costumeczar. I see white fondant covered tiers with some type of stamped on pattern using edible black food coloring.
The silicone/acrylic stamps are best for this because they're flexible and can be sanitized. The rubber on wood aren't recommended for use on food because they can't really be properly sanitized.
