I'm helping a friend, and i need to go pick up my supplies.  They want the number 40 laid out in cupcakes, like this:

What size board do you think that is?

Also, I want to put the number 40 on each cupcake, similar to what they've done here:

What is the easiest way to make the numbers?  Can I just buy some black fondant and number cutters?

I haven't decorated in a while, I'm a bit rusty!  Thanks.

If you want a board to fit exactly that number of cupcakes here is my math:  You can fit 6 x 8 cupcakes on the board.  Each cupcake is about 3 inches in diameter; 6x3 = 18 and 8x3 = 24.  So your board needs to be 18" x 24".  The "easiest" way to get numbers on the cupcakes would be to pipe them, but the neatest and most consistent way would be to use number cutters on black fondant like you said.  So it comes to how good are you with a piping bag?

To see how large the board needs to be:  Lay out empty cupcake liners.  Measure.

I'd go with the number cutters and purchased, pre-colored black fondant.  Easier.
