Cake Structure Question

I want to makes a cake with a cloud structure and raindrops dripping down. I've never attempted this and I'm not familiar with what materials can be used? What wires would I use? Where would I find these food safe wires? It needs to be stormy enough to hold up maybe a styrofoam cloud structure.

Well, the first thing that piped in my mind to make clouds was: Use candy floss!

 How is the cake/ clouds supposed to look like? Do you have a picture?

I wanted it to be solid gray clouds and raindrops. No picture because it's something I'm thinking, I haven't looked for ideas with anyone else's cake.
