Can anyone please tell me how to achieve the bottom tier look of this cake?  I am not sure what it may be ...gold sugar crystals? ,  some type of edible glitter? any

:-D

one have an idea as to how i can do something like this?

It's edible gold sequins.  If you google it you should find somewhere to order it from.  I've seen it applied with piping gel and also corn syrup.
