Lower Sugar Icing/frosting?

I'm trying to do a "lower sugar" cake for my little's birthday. I was wondering if anyone had suggestions for an icing that could be shaped into spike-types that didn't have tons of powdered sugar? Anyone tried to use some flour and/or cornstarch as thickeners?

 

(I'm doing a Dr. Seuss-y cake and wanted to do a Thing 1 and 2 type hair...)

While not so much "sugar"...it's quite sweet!

 

But it did get me thinking...I don't do dairy but little one has done fine with it. I could do a whipped cream icing.

AHave you tried the recipe? I don't find it that sweet at all. Whipped cream would work too.

AI would use Swiss Meringue Buttercream. It's not very sweet :)
