Question How To Do A Tier Cake With Cake Pops

I have a order for the picture attached, Anyone have an idea of how to do the bottom layer of cake pops? I think I have the top layer figured out, I would need a pedestal to hold the top layer cake then fill the gap with pops, if you have another idea I would appreciate your help on that also.

AAttach them with melted chocolate them to a fondant-covered dummy? Pretty cake.

AUse styrofoam to attach them. It won't be noticeable! The pops will cover it anyway!
