Complicated Stand Help!!!!!!!!!

So a client of mine wants a cake like the picture below... as you can see the stand that cake is sitting on looks complicated... i figured out how to do the decor but i'm baffled about what is it going to be made up of???

I would honestly leave that to the bride to provide. I wouldn't offer to create it for her. You have enough going on with making a cake, and to have to provide a custom stand like that is just more time, money and work.

Ive already offered to do but i have charged a some of money, not gonna let my efforts go down the drain... if you hada make one like this what do you suggest???

ALook up eyelash yarn. The bottom poofy part, I think, is fabric done like this ruffle technique http://jessicakesblog.blogspot.com/2011/01/feature-and-tutorial.html Maybe more scrunched than folded. And eyelash yarn woven throughout.
