Not exactly sure but to me it looks like a fondant/gumpaste cut out. If you insert some skewers through the center and let it sit out to dry for a few days I think that would work. Good luck!

Does the Minnie head have to be edible?

If not, cut it out of one piece of cardboard and cover in fondant.  The nose is sticking out a bit so perhaps put a paper fastener (like a brad) that sticks out a bit for the nose to adhere to.

If it needs to be edible, it could be a large cookie that's covered.

Either way, use 2 lollipop sticks that you attach on ahead of time.  Two will make sure it is level and doesn't spin.

It's so adorable - please let me know what you ended up doing to make Minnie.  I'd love to see your finished cake - I have an order for a Minnie Mouse cake for a 1 year old next month.  Thanks!
