How about a flaming Christmas tree? 
With maybe a fire hose spraying on it.

I would do one with a large holly wreath and "Have a SAFE holiday" message on a white iced cake. Simple buttercream borders on sides/bottom, some red berries on the holly.
I would use a flower-butttercream recipe and freeze the leaves, to get some good 3D in the wreath, and keep it that simple.
