What is a good rule of thumb for the amount of batter for a standard size cupcake wrapper?

I use a standard sized ice cream scoop, level, and it works perfectly.

Yep Ice cream scoop is the way to go!

Same here...Haven't looked back since I started using the ice cream scoop. Saved me from the guessing game.
