How To Make These Tiaras? Please Help!

I'm not sure how to go about making these tiaras for cupcake toppers. How do I get the shape of the crown? I have a small heart cutter for the center, but how to get the outer shape?

Any help is greatly appreciated! TIA!

The outer shape look like blossom flower cutter- cut in half. Then cut little hearts in middle and and mini blossoms on sides.
