How To Get This Droopy Effect?

I would like to know how to get this droopy kind of effect on a cake?Should i cut fondant and put it on top?Thank you inadvance.

I d roll out fondant like u said, wide enough for it to overlap the cake ( u should measure), then I d use some kind of cutter to shape the edges like they are.

Thats is what is looks like to me - cut the fondant before applying.
