Probably a craft store. Looks like scrapbooking stuff.

I've seen something similar in the local cake supply dealer, but I don't see an exact match for what's in your picture (or a lot of other stuff on their shelves, including what the similar items I remember seeing) on their web site.

Or perhaps you could make it yourself, from fondant?

The plastic Happy Birthday is from Decopac. I order them at work all of the time. If you only need the one chances are you can walk into grocery store or in my store (DQ) and buy it from the cake ppl. Otherwise they come in like a bag of 144. The butterflies look like the ones that come on my daughter's hair ties... Looks like a fun cake, good luck!

I would never make the exact same cake, especially if it's made by another decorator, something would always be different, even if you're making a copy of one of your cakes. Artistic license A client, who cannot accept that, sorry, but that client would never become my one. Too much hassle, if something is not the same. Will you be able to make the horses exactly the same? Colours? Better to offer something very similar, but unique in it's own way

Those little mini butterflies can be found in an arts & crafts store like Michael's or Joann's, or a store that specializes in floral decorating, etc. I buy them all the time.
