Wired Flower Petals Twirling All Around

This is my first time making a flower with wired petals. For my birthday I'm going to put some cymbidium orchids on my cake. I used floral tape after each petal, but I can't keep them from moving and twirling around. It was especially hard when I was trying to get the floral tape on the next petal and the ones already attached were twirling around. What am I doing wrong?

Can you pull the wire out, dip it in gum glue and reinsert it?

To get the tape up next to the wire, I start wrapping about half-way down the wire, wrap a bit, and then slide the whole thing up next to the petal.
