How Do I Make That Upside Down Icing On The Cupcake??

I found this pic and love them!! I want to make them for my mom, but im not sure how to make the icing sparkle like that? Or how to make the icing look "upside down" to put her name? Any suggestions?

The cupcakes were likely sprayed with PME pearl spray for the sheen.
I don't know what you mean about "upside down" frosting -- they simply swirled with a large round tip (probably a #12) and put a fondant plaque on top. Easy peasy!
