Help! Fondant Ruffle Effect

Is there a tutorial for this technique or can someone tell me how to achieve it? I'm sure it's been discussed somewhere and I missed it. Thanks.

The top tier is just a ribbon rose taken to glorious extremes. The third tier is very thinky rolled and frilled fondant strips applied starting at the top of the tier.
