I am making a wine bottle standing up. It's going to be 4" round cakes stacked about 7" high and then rice crispies on top for the neck of the bottle. I am using a center dowel but do I need to dowel the cake for support? If so what would you recommend as the cake is so small?

The general rule is to dowel a cake about every 4 inches. So I personally would dowel the cake so that you have less risk of it sagging.
