Fondant Roses !!

So i am in the process of making fondant / gumpaste roses, i am planning to brush over them in shimmer, they are also covered in cornstarch ... so here is my question.. do i shimmer them first and them steam my cake or vice versa.... icon_confused.gif

Add the luster dust (shimmer) and then steam them.
