Are cupcakes supposed to be flat with the top of the liner or a rounded mound? I tend to prefer the flat ones for decorating but I saw this http://chef-n-training.blogspot.com/2011/08/cooking-insights.html that made me think I should be shooting for more.

First, I say go with your preference. Second I would say it would depend on the decorations that you were doing.
