Gumpaste Or Fondant Mermaid...how To Make Scales?

How can I achieve the look of scales on the tail of a mermaid made from gumpaste or fondant? Any ideas?

Just use a circle cutter and layer the circles over each other. A little time consuming, but looks fabulous. I'd rather do that than try to create a scale pattern in a single sheet of fondant/gumpaste.

I used a small tip #5 or 7 and made little half circle indentions. After I finished a row I off set them a bit.
