I would just use an oval/teardrop rose cutter...I doubt there is one specifically....
I used a large oval cutter and a mold I made to make the feathers on my bird cake...but I have also used a large rose petal cutter..roll out the fondant, cut out the shape, thin the edges, vein the center, apply and use small scissors to cut the feather fringe..curl and move the feather fringe to give it some movement..Hope this helps some..
