this is new to me and I want to make cookie pops for favors..to decorate a cap would i line the cap with the same color i use for flooding and then outline the cap in yellow..or could I outline cap in yellow..flood it n blue.

I think since I am new to this I will outline first in blue then flood in blue..so from what I read the flood icing should be thinner than the piping icing..so I guess I would pipe all my cookies then thin the icing down to flood. can I do this in the pastry bag..

Yes, you will need to thin the flood icing down quite a bit. Here is a link that explains. You can use a pastry bag, but make sure there is no grease in it. I keep separate pastry bags for royal or color flow and do not use with buttercream.
