I'm going to make an orange cake birthday cake this weekend and I'm debating which frosting will best fit this. Is the Wilton vanilla Whipped mix or just regular buttercream

The filling will have cool whip topping and other ingredients

I like buttercream with orange juice used as the thinner. If you put the tiniest bit of orange coloring in the icing, it's really pretty.

Test the orange juice with the blue. It could really change the color of the frosting. If this happens then use about 1/2 tsp. orange extract.
