Can anyone tell me how this person made the ice cream scoop on this cone? I love it and want to replicate it for my daughters birthday! Thanks in advance for any help you can give me

It looks to me like it was made from either fondant or gumpaste: you may need to make it in 2 separate pieces and 'glue' (edible) them together. If you have a small bowl the size of the scoop you need, just grease the inside of it and push your fondant into the round shape of the bowl (you could possibly hollow it out a bit to keep it from getting too heavy). Then make a separate 'disc' shape' for the 'over-scoop' 'glue' them together after drying and place on top of your cone.
HTH!
Here's the link to the cake maker and accessories to go with. At least I'm assuming its the right one, the link was in the photo you posted.
States on the link the cone was made from fondant. Cute matching accessories too. Wish I'd been that organized when my kids were young. Their parties paled in comparison!
