If you do them in BC just start wth a round 2D cake like a small mini half ball cake and use a star tip or the grass tip and pull out from the middle.There is a pic here on CC and I have saved it to my files but it won't let me upload.

Not sure if you're after them as their own specific cake or if the poms will be decoration "on" the cake...if it's "on", use a grass tip as previously posted.

extruder tool, making several "ropes" at the same time, then pinch in the middle and trim as needed????
I haven't done this with fondant but my daughter used a garlic press with clay in art class if you don't have an extruder.
I just did a cheerleader cake. I rolled balls of fondant and used the grass tip to pipe the strings. They looked very realistic!
