Wilton has a pan that you can bake the whole teddy bear in and have a 3-d bear.
It's called the Stand-Up Cuddly Bear Pan Set and the item # is 2105-603.

They're usually pretty good about giving detailed instructions and there is a tutorial about this pan on their website as well.
