I was browsing the net and saw cake pops on etsy. Now I don't know if the sellers are licensed or not. I know most states requires that you have to have a Retail Food Business permit in order to make and sell food items. so here is my question: is it necessary to be legal and have a license in order to sell baked goods on Etsy? or generally selling food on internet.

I don't know, but I doubt that Etsy, eBay or anyone else checks it out.
You might go back to Etsy and look at their FAQ's and requirements/rules.
