sorry, I don't have an answer for you. but just in case nobody else replies, thought I'd let you know that I've seen a few cakes on cakecentral with feathers made out of rice paper.
The bird cake in my portfolio has feathers that I made from gum paste. I just used similar shapes, and took a very sharp knife to make indentions for a feather effect.
