The Foam Studio. Their cake styrofoam dummies are the cheapest I have found, and they have all different sizes, and will custom make ones for you also.

i just recently purchased mine at global sugar art. The were pretty cheap, i even had one come in damaged and they replaced it with no problems what so ever. I sent them a picture of the damaged one.
The Foam Studio sells them in sets. They have topsy-turvy and any other kind you can imagine. I bought several sets, but a good example is the 4 inch sizes 6, 8, 10, 12 for $7.85 for the entire set. I don't know how they do it, but they do, and they shipped really quick. I bought square, round, heart, oval, and topsy-turvy.
I just ordered some from The Dummy Place in CT and they arrived so quickly! You have to call to order (no web site), but the owner is really nice and helpful. I believe he also cuts custom sizes.
