Paint them on - use alcohol to thin down some gel colour
fondant - just cut out the shapes and stick on
pipe - less common (and I didn't like it as much) but I have seen it done.
Don't know if you could air brush them too?

I did this recently, but rolling out fondant and then cutting random crooked stripes and applying them over buttercream.
They also make stencils now if you're afraid of trying it freehand. You could even try the edible image strips. Try going to Global Sugart Art's website and searching zebra.
If you check out the "HUNDREDS OF TUTORIALS IN HERE!" link (its a sticky above) about half way down the first post there is a section for stripes. Personally I do much better seeing someone do something than just reading about it. There is an awesome youtube link there about zebra stripes! I'm doing a cake that my cousin has requested have a zebra striped bra (challenge b/c i've never done a bra or stripes! lol) but it helped a ton! i would suggest checking that out.
i watched someone on you tube, and then still did it on my own, my way...i iced the cake w buttercream them made whimsical shapes almost like tear drop and placed them in all directions, i liked the turn out
I always roll out a large thing piece of black fondant and go to town with a pizza cutter to make my zebra stripes.
