A piece of cheese cloth should work. It's cheap and easy to find in almost every supermarket.
I buy the white, 'knee high' stockings at any discount store... usually less than $1.00...
I cut the top edge of the band off, usually about inch, snip that so that it's a long strip, then use that piece to tie around the bottom part that's filled with powdered sugar/cornstarch..... it's very easy to refill with the tie on it!
When I need a "refill" I set the dusting pouch into a short glass, take the tie off, slip the edges up over the lip of the glass, then just spoon in the powdered sugar....tie it back up and it's ready to go!!

I just used a couple of layers of cheesecloth tied off with a twist tie.
