the rice crispy will not stiffin up to keep the penius erected what am i doin wrong that crispy treats are runny

pack the treats together and much as you can so they really mush together get as much air out from in between the rice kripies. And once you get it together cover in royal icing so it will harden and keep the shape

Perhaps too much butter?
I omit the butter altogether (as I think it makes them too loose) and add vanilla.

If the RKT doesn't work for you, you could try making it out of fondant. That's how I did mine when the RKT didn't work for me. I also used toothpicked sized pieces of fondant to create veins for a more realistic look.
