Need Help With Top Tier

I am trying to decorate a cake to match these plates. The mom wants patterns only, not images (if that makes sense). Here is what I have come up with so far. I'm having trouble picking something out for the top tier. The drawing is of course messy, but you get the idea. I'm not stuck on the color for the top tier either.

I like what you have, great concept. I think you coulp probably put some more seaweed on top and maybe a larger starfish w/ the smaller ones, that might help you out. I think this is cute and I am anticipating the final picture... don't forget to post it!

Okay, I made more seaweed and a big starfish. I want to put a design on the top tier as well, not just leave it blue. Any suggestions for the sides?

How about some bubbles?

When I say bubblles you could go around tier with kind of a symmetrical design graduating sizes of bubbles. Starting at the bottom with larger and as you go up they get smaller.

How about draping the seaweed form the top down the side?

What about yellow with black dots, like on the "angel fish's" tail.....?? The bottom is the pattern of the clown fish, the middle is the sea (right?) and the top can be the angel dish,,,what was her name nelli or something?

Well, I'm finished! This cake turned out exactly like I pictured it in my mind! I can't seem to get photos to upload to CC, so I'm going to post it here for you guys to see. The top tier was a lot smaller in real life than the sketch, so I ended up changing things a little bit. The cake wasn't crooked in person, I promise. Must just be the angle.
