Does a Strawberries & Cream Strawberry Shortcake NEED 2B refrigerated?

it depends on the specific recipe. the more sugar, the less chance it needs refrideration. what are the ratio's?

8 cups of sugar to 8 oz cream cheese.... thnks

for the strawberries & cream I am using
Dream Whip.... powdered
directions:

I dream whip packet
1/2 c. milk
1/2 tea. vanilla
&
Fresh Strawberries....

do they have to have it refrigerated?
