I went to take my modeling chocolate out of the mold I had it in and the tail of my figure came off in the process. Does anyone know how to 'glue' modeling chocolate to itself? I tried a little bit of water but it didn't work.

I would just add a dab of melted chocolate. Water can make chocolate seize, so make sure it's dry before you add the melted chocolate.
