I am going to make Sylvia Weinstock yellow cake but I have a question. It says to use 2 1/4 cups sifted flour. And then to sift together the flour, baking powder and salt. Do I measure 2 1/4 cups of flour then sift or do I sift first and then measure it to be 2 1/4 cups?? OH...and can this recipe be halved?

It means that to measure the flour, you sift it into your measuring cup. Sift while measuring.
Yes you can halve the recipe but you have to do it by weight and not by volume.
