You can use the Wilton 3-D Teddy bear pan and RKT to extend the arms and legs. For the Cookie Monster cake in my pics I put cookie monster in a cookie jar and the cookie monster was RKT

yea I would do the teddy bear pan (cut off the ears) I dont even think you would need to extend the arms. 
I did this once, also. Just used the Wilton teddy bear cake pan, cut off the ears, and covered him with blue buttercreme. I also put a big chocolate chip cookie in front of him, and wrapped his "hands" around it. That pretty much took away the need to extend out his arms.
