Happy new year all,pleaseI need to make a cake like this and don't know how.Especially the bottom part,I PM'd the baker a while ago but got no reply.

1, do I bake in the cones
2, Do I just stick them on,if yes with what
3, Do i cut the cones in half first b4 sticking them on
4,I plan on using fondant on cake instead of buttercream, is this possible.

It looks to me like she just cut them in half, stuck them into the buttercream and piped more icing on top.
For fondant, I would think you could stick it on with either royal icing or buttercream, but you'd have to be careful about having it squish out to the side of the cones. Maybe once you've got them on, you could pipe a line of icing around each one to cover up any squish with something decorative.

It looks like she cut them in half before she out them on.
If you are going to stick them onto the fondant, I'd use royal icing.
To keep from squishing them. After cutting them in half, maybe let them sit out and get a little stale (assuming no one is going to eat them) so they harden up some before you stick them on.
