Any Idea How This Was Done?

Hi everyone. I'm making something like this with pastillage:

But I have no clue how the individual panels were affixed to that small circle at the top. I mean, royal icing may have been used, but the panels are so large compared to that small circle that they could easily break off. If you have any ideas on how this was done please let me know. Thanks!

if panels are properly precurved they wouldn't want to pop away, might even be the circle holding them apart so they don't curve in more and overlap.

I would focus on attaching them on the bottom of each curve......the circle on top looks more decorative then structural.

also, possibly they are designed to pop open to reveal the flower within.

Just neatly tucked under the little disk (which appears to be on a candy apple stick) until the big unveiling
