Psneed has it on her blog

How do you create plaid on your cookies?
Cover the cookie with your base coat/color of icing. While it is still wet, draw lines across the cookie with another color. (This is called wet-on-wet technique.)

I don't know about cookies, but Lorraine (Aine2) has a tutorial about plaid painting on fondant. I suppose it would work on cookies as well.

She uses edible markers, but I would imagine you could use a piping bag if the icing is wet, or a paintbrush or edible marker if the icing is dry.
