What Technique Is Used On This Cake?

It's a Cake Girls design.. 2nd page of the wedding section. 2nd cake on the very last row. The center of the middle tier. It is the sage colored 4 tier square bottom. Is this brush embroidery? I've not tried this technique before. I have checked around for a stencil that looks similar but have had no luck. Thanks for any input!

the one with the 3 round top tiers, bottom square, pink flowers, white dots on the square tier? small green ribbon border?

It looks like a damask/filigree cutter
