I know that there are laws against reproducing figures or pictures on cakes. If a person uses an edible image on a cake, and that image has the little copyright symbol, is that okay??

Depends.

If you copied the image yourself, say from the internet then made the edible image then, no, certainly not, is it not legal.

If however, you purchased the edible image from a company (DecoPac for example) who **paid the licensing fee** to the copyright holder, then yes, it is perfectly legal to do that.
