Has anyone ever used a covered cake dummy as a tiered cake's base?
Please see below. Is that a cake dummy covered with fabric?

I saw a site selling these they are very nice looking, but way expensive. I thought they were made of wood but now that you say cake dummy I think you may be right. In their add it said that they were only meant for one time use so you would think that it would be something disposable.

I looked on their website and the base is described as lightweight material.

I have not, but this sure looks pretty, so I guess I would if a customer asked for it.

I would think it would be very easy to make one out of a dummy. Sew a "slip cover" to fit over the dummy but on the front panel sew in the drape with the bling.

If its styrofoam, do you think it's sturdy enough to hold a 4-tiered cake?

This seams like it would be so easy to make, I agree! You could use push pins actually and then you could easily take the "slip cover" off and reuse the styrofoam. Hmmm....
