That looks like wilton's gold luster dust on top of yellow fondant or gumpaste. You can do it that way if the Wilton dust is all you can find, or if you have time to order a better gold dust or some americolor gold airbrush color (paint it on with a paintbrush) then you can get a brighter, more metallic gold.
To use the wilton dust, mix it with a little vodka (I bet you have some ) and paint it on for a metallic effect, or brush it on with a dry paintbrush for a sparkly effect.

You can also use edible gold glaze if you have to order it or can find it locally http://www.fancyflours.com/gold-glaze.html

I think it's the PME spray - I used it on this cake http://cakecentral.com/modules.php?name=gallery&file=displayimage&pid=1209442
You can get it at Global Sugar ARt http://www.globalsugarart.com/product.php?id=20035&name=Lustre%20Spray%20Gold%20by%20PME
