Sorry I'm not sure how to go about
making it. I would think it is
fondant or gum paste .wilton has a mini
ball pan you could use for the head.

I'm thinking 3d bear pan for the general shape. Cut off bear ears. Make fondant Stitch ears, arms and legs.
