first have a design in mind. ex. pumpkin- most pull-a-parts have 24 cupcakes. start lining them up next to each other pretty close and make a pumpkin shape. when it looks like the shape then take a dab of icing and put it on the bottom of the cupcake and set it back down in its place. do that to all the cupcakes. then ice the top like you would a cake. hth, i am horrible explaining things in writing. if you need to pm me. i have several cupcake cakes in my photos.

To add another step (that I do) is, once you have your design, you are still going to have gaps where the cupcakes don't touch. They will look like little diamond shapped gaps. I take my bag (without a tip) and cover the hole..whatever the shape is that is open. This will almost fill it in. I then outline the entire design (again, bag no tip) and then fill in. This will take refilling your bag multiple times. Then I spray the entire thing with water, use a wet, hot knife, and create a smooth as glass finish.
